Which IIT is better ??

ok guys .. i got an AIR 381 in JEE 09 .
I have these ques :

1) Last year closing rank of EE (dual degree) with specialization in communication sys n signal processing (IIT - B) was 386. Close call for me. what do u think .. is it possible this yr ??

2) After IIT-B EE dual, my pref is EE (specialization in ICT) dual at delhi, or CS dual at kanpur or madras .

CAn sum1 please tell me whic IIT is gthe best out of delhi, kanpur n madras.

I wud prefer a place whr they focus on overall development, activities n tech festivals, greater exposure to the corporate world and a cosmopolitan envt. ..
