since it has no negative marks for wrong answer,and partial marks for correct answer(any one)
so,if we circle all 4 options does we get full marks for that question !!!

You get partial marks if and only if you have not marked any wrong option. If you mark any wrong option you don't get any marks. So if you mark all the options you will get no marks unless all the four options are correct.

You are right.When the candidate selects such options which are true then and only then he should be given marks otherwise zero.
