In this case you have to find out total torque..for that you have to take an angular elemnt of Rdθ. Since net force by electric field will be zero, so the only force will be friction which will act in forward direction (Why??) At last you have to use the concept of pure rolling, which will be a=αR.
Sahil Jain Why will net force be zero? For the +ve part the torque will in i direction and for the negative part also it will in i direction.
Akash Anand Since field is uniform...so force will be same in magnitude wise, for both the part. Since charges are opposite then they will add up to zero.
