then say we have `n` number of capacitors arranged in parallel.
then charge by n capactors = n.8.250 μC
so n.8.250=16000
so n=8

since u require 1000V, so there should be atleast 4 capacitors in series.
The capacitance of this combination becomes 8/4=2μF
Now since the capacitance of the combination should be 16μF.
So there should be 8 such rows in parallel.
So, total no. of capacitors = 4*8=32
