no current flows in the circuit as there is no change in the flux

A&C are correct.Emf induced between P&R is 3mV.
But, in the whole loop is zero

Chandra Prakash Mishra if you take it as two rods then the the induced emf will cancel each other

Aditya Agarwal ok.. but while saying C, what i thought is, that since no equivalent rod cannot be drawn unlike here where a rod is given current and EMF through the entire ring will be zero.
