Coefficient of restitution depends on situation of collision not on surfaces...

Definition:
It is ratio of "relative velocity of separation of point of collision" to the "relative velocity of approach of point of collision" and is denoted by e...

So for collision 0≤e≤1.......

But if in question sometimes e is given >1 thats a case of explosion............

If you say high coefficient of friction, you can imagine a rough surface. Like that what do imagine for coefficient of restitution??
