Bonding

I want to ask a few questions related with bonding.
1) In the Lewis structure of SOCl2 the sulphur atom makes a doubl bond with oxygen and shares its two lone pairs with the two chlorine atoms.My question is why doesn't the sulphur atom make a single bond with each of the two chlorine atoms and share its lone pair to oxygen to complete the co-ordinate bond.
2) In the same structure why doesn't the two chlorine atoms surround the oxygen atom instead of surrounding the sulphur atom?
3) Last question when we write the structures of CN- or H3O+ how do we know which atom will gain the -ve or +ve charge?

1)As far as I know, sulphur forms co-ordinate bond with the oxygen atom and covalent bond with the chlorine atoms.
Think in this way...How many electrons are required to form a bond

2)Think in terms of availability of d-orbital

3)Think in terms of electronegativity
