reason:
oxidisin agent means will itself get reduced means will addiion of elctrons in it is easy so do dat by ..... elctronic configurations

as it has the maximum positive charge ithe electron will face maximum attraction and it will get REDUCED easily than the others!!

i posted (b) as i had a doubt about the p-e attraction

But won't Co3+ and Fe2+ both have 4s0 3d6 config ?

yes but then due to charge differences , the electron will more easily get accepted by Co3+

further bromine cannot be the answer as the electron will face repulsion from its negative charge
