Nice Question.

Hydrogen bonding between hydrogen and chlorine atoms.

That is the only reason that seems valid to me.

-Cl group has a -I effect it takes away the electrons from C group this effect is also there in -OH therefore the compound shows less +I effect thus its stability decreases
moreover the H2O will try to come out thus decreasing its stability therfore it should be highly unstable.
BUT due to intramolecular Hydrogen Bonding it becomes highly stable
