Because the animal is at the North Pole [Polar Bear].

The problem is regarding the definition of temperature. According, to the kinetic theory, the temperature of a collection of gas particles in equilibrium is simply a constant times the average kinetic energy.
The statement that the outer temperature of the atmosphere is around 500o is stated to mean that the kinetic energy of the particles correspond to that temperature. However, owing to the very low density, the particles collide with a very low collision frequency, which means that mean free path in very large (in hundreds of km). Accordingly, the gas at the outer atmosphere never are actually at equilibrium. Accordingly, the notion of temperature is not exactly defined there.
