The solubility of a substance depends on its polarity. Water is considered the ultimate solvent(you may know that already). In water,the bonded electrons cling towards oxygen. Due to this polar nature of water,many substances are soluble in water,but again,the solubility depends on the way in which the molecules are packed in the substances. The negative part of the solute is attracted towards the hydrogen,while the positive part of the solute is attracted towards the hydroxyl part. For example,HCl acid is highly soluble in water,while CH3COOH acid is sparingly soluble in water. Hope this answers your question.
