there is no potenial difference across the two points thanx to the wire without any capacitor
this means that no current passes through the path containing the capacitors 2mF and 3mF
hence the charge on 2mf capacitor is zero

logical approach:

would u like to walk down a path which requires effort (energy in this case) or would you like to relax? and conserve the enrgy for .....(no pun intended..lol)
