consider a region of uniform electric field

let a charge paricle is moved by some external force such that work done by electric force is zero, then is it necessary that work done by external force will also be zero as W ext. = - W electrical

No!

assume that the electric filed is zero..

then will moving a car by engine do zero work? bcos there is no work by an electric field!

I have trivialized the case so much that u may be at a loss to understand how this is a relavant explanation to ur question!!!

I hope that is not the case though... (And u understand it!)

we can even prove this in electrostatics itself.take any valid example where electric force is perpendicular to the motion of the charged particle.
