field outside spherial conductor

1. why is electric flux outside spherical conductor Q/2ε and not Q/ε

2. force exerted on Q1 (given is a spherical shell with charge q distributed uniformly on it and Q1 is at its centre) and a charge q2 some dist away

=0 why???

3. Force exerted by the spherical shell on central charge is:
towards the right. Why???

Q1 .. stupid question ... the field outside a spherical conductor varies with distance .. how can it be constant :P
