HC VERMA CAPACITORS

I need help with HC VERMA PART 2 Q46.
Initially, the capacitance is C/2
when S is closed, Why will the charge flow through the battery?
Is it that the second capacitor gets short circuited? How do we find out whether two plates of a given capacitor have same potential (short circuit)

yes man that is because the second capacitor gets short circuited.

in this you can tell this by that the two ends of the capacitors are connected by a conducting wire .

initially capacitance is C/2 after closing S potential in both ends of the second capacitor is same so no charge in the second capacitor..so aster closing eq capacitance is C. so c E/2 amount of charge will flow after closing..........
