Fe 3+ > Fe2+ > Cr2+ > Ca2+
but if you talik about chelation with EDTA , then calcium will be the first !

actually, the deciding factor is Δ for the complex formation ,,,as the charge on the metal ion increases, the Δ increases and the complex becomes stabler ! [1]
