dekh yaar tere pass P hai jo ki N ke nicche atta hai
d d repulsion hogi metallic bonding bhi

but I is a halides and is combining with the halide to give us ICl3
lone pair repulsion goni chayiye
lp lp is more stronger iss mein covalent bonding hoti hai aur iska structure to tere ko aata hai
thats is the only possible reason 4 which i could think the answer
