In option C..the reactants are heated to get Cl2 so that's why Cl2 cannot be obtained at room temperature by this reaction..
Moreover KMnO4 is good oxidising agent as compared to MnO2

any good oxidising agent can be used to convert conc HCl into Cl2 e.g. KMnO4,K2Cr2O7,PbO2,Pb3O4,MnO2

@ arka...see the condition..conversion shud be possible at room temperature...
