initially all vehicles travel in clockwise sense (consider all vehicles in India are brought to a single place and are allowed to travel along a road. The vehicles take U-turn from left lane to right lane always and hence the direction of their rotation will be clockwise). Implies, they apply a reaction force on the road in anti-clockwise direction. Since earth also rotates in anti-clockwise sense, this reaction force accelerates/favours it's rotation.
Now when all the vehicles are made to travel in opposite sense, their applied reaction force on road (i.e., on earth) will be in clockwise sense which retards the angular velocity of earth, and hence duration of day increases.
