Applying Bernoulli,
P + ρg(h-x) + ρv1²/2 = P + ρv2²/2
==> v2²-v1² = 2g(h-x) ... (i)

Ï€r²v1 = Ï€r'²v2 .. (ii)

==> v1 = (r'/r)²v2

Putting,
v2²(1-(r'/r)⁴) = 2g(h-x)

as hole is small r'/r ≈ 0

so, v2² = 2g(h-x)

so v2 = √2g(h-x)
