cud it be 1,3
1 coz nucleophilicity increases from right to left,
3 coz it is not the first one in 3 is less succeptable to stearic problems, though it is, than the 2nd one...(its locked up and thus more organised)
not 2 coz even though the charge density is more on tert butyl oxide, it is stearically more hindered than the first one...
i guess the setter jus wanted to test the thing that along with charge density factors, theres steric hinderence that comes into play when we speak of nucleophilicity...

nuclophilicity decreases with increase in electronegativity
so the ans is 1,3
