q1)Why does -C6H5 have - I effect even though it has delocalized electrons

q2) why does vinyl cation have - I effect even though it has a doublr bond.Pls explain

it has delocalized electrons

So it tends to involve any electrons around it into its delocalization process and hence gives -I effect.

Think a bit more on this or the second question by drawing formulas.
