We need light also to initialise homolytic clevage of peroxide...

But when uv is written it means excess light....

and only peroxide means.. only enough light ot initialise the process....

this is the only reason i am able to think...

so it easily gvs out Cl- ... doesnt need so much energy like h-nu ..
