on addition of NaOH ..the equilibrium of dissociation of acetic acid will be forward shifted..so more ions will be formed as degree of ionisation increase..hence conductivity increases...

since NaOH is added it will furnish OH- ions which will absorb H+ ion from CH3COOH thus decreasing concentration of H+ ions and this will faciliate forward reaction of dissociation of CH3COOH hence more conc. of CH3COO- will be left in the soln. thus increasing conductivity
INSHORT dissociation of CH3COOH will increase due to common ion effect
