for the first q
the general form for the tangent of this kind of circles is
y=mx+a√1+m^2
now from here on if we just put the value (b,0) on this line we will simply get the value of the slope from there you can get the eq.
for the 2 q i have a doubt that are you asking about that same tangent?

my mistake in the 1 soln it should be y=mx±a√1+m^2 by the way my first soln was correct or not?
